I would suggest you set a very large number for the parking duration. Via
TraCI ~23 days duration are supported and via xml inputs the limit is 292
million years (-:
There is currently no way to have the vehicle start out in  a parking area.
You will need to allow for some initialization time to fill the parking
area. I've taking up your idea as a suggestion for further improvement (
