That was the problem!
I had swapped the car rate (=1 in my case) with the unemployment rate(=0.48). 
So when the employment rate was equal to 1, of course adults would be 
unemployed.

Dear all,

I am trying to generate trips using the activity-based demand generation tool.
Unfortunately, I get the following error when running the activitygen tool:

I think the problem might be in how I defined the "Population and Work Position 
Distribution": it is required the number of people per meter street: relative 
value (normalised with the total number of inhabitants). Since my city is quite 
big, I have considered edges at the LSOA level (Lower Super Output Areas) and 
divided the number of people in each area by the sum of metres of roads in the 
same area. Then, I have reported the value obtained to a specific 
representative edge in that area by considering the length of that specific 
edge. I have done that for a refence edge in each city's LSOA.

Does anyone have any idea what am I doing wrong, why it says I do not have 
working people in city, and why I get this error?
