This is best modeled by splitting the edge into shorter parts and lowering the speed limit for the section with hurdles or reducing the number of lanes where appropriate. Note, that driving through the opposite direction only works if there is an edge in the correct direction. To simulate narrow parts it is best to place stopped vehicles on the road and thus force driving through the opposite direction.
