Hello,
1) is currently not possible but planned for the futre (see
http://sumo.dlr.de/trac.wsgi/ticket/2434)
2) if you assign the id of a  <routeDistribution> to the route attribute of
the calibrator <flow> and set departLane="best" you can specify the
appropriate distribution of turning ratios and each vehicle will be
inserted on the correct turning lane.
