The issue persists on the current development version of the win64 binaries. 
The application crashed with the following message, which seems to have the 
same root cause.

Some issues with the traci.load command have been fixed since the release of 
0.30.0.
Please report whether this crash still happens when using the latest 
development version of SUMO available here:

Dear users,

I'm running into a fatal exception when I perform a timestep after reloading a 
model via TraCI. Since this seems to be because of an access violation 
exception, maybe some component dereferenced in the timestep has been nulled by 
the reload?

Does anyone know how to prevent this? Failing that, has anyone else experienced 
this issue?
