Hello,
exceeding the speed limit is modeled via the speedFactor and speedDev
attributes (see
http://sumo.dlr.de/wiki/Definition_of_Vehicles,_Vehicle_Types,_and_Routes#Speed_Distributions
).
There is currently no offline-mechanism to configure speeding in a
location-specific way (except for artificially setting a higher speed limit
on some edges).
Via TraCI you could monitor selected edges and assign an arbitrary
speedFactor value to the vehicles entering the edge (and reset it once they
leave the edge).
