1) Yes. SUMO-GUI sets initial zoom so as to show the whole network.
2) zoom is relative to network size (100 means: show whole network) whereas
zOffset means camera distance from the ground. Both should be transformed
without loss into each other. In my own tests, setting zoom and offset via
traci results in the exact same view as when setting the values manually in
the GUI (assuming the window size is exactly the same). Can you send a
detailed example where the views differ?
