An update on this issue,

It is not caused by the presence/absence of a TLS, rather calling MoveTo on a 
vehicle (in our case to force it onto the lane upon generation), seems to 
prevent the moved vehicle from occupying any of the induction loops on the lane 
to which it was moved. Downstream lanes are not affected.

Onderwerp: No sensor occupation unless preceded by TLS

Using the dev version of SUMO (last pull was made on Friday), we encountered a 
bug in our TraCI client, where we could no longer see any occupation on any of 
the induction loops unless they were preceded by a TLS controlled link.

Our application uses subscriptions on the induction loop occupation id list. 
The subscriptions work, as we see updates with every timestep. The occupancy 
list is simply empty.

Has anyone else had a similar issue?
