Hello John,

You could use the definition :
  local suntime of the meridian .. degrees.
  ( or mention the name of a city on that meridian )
However, in my programs I use the definition :
  standard time.
If the EoT is taken into into account you could use :
  standard time with EoT correction 
  or clock time. 
  or civil time.
I am aware of the fact that more definitions are used all over the
world.
