Hello Mike:

You must seal the stone first before glueing the paper or else the porous
stone will absorb the glue causing discoloration and preventing the
adsorption of the proper sealer later on.  Yes, I use the same sealer,
thinned oil base gloss polyurethane (not common varnish) to seal the stone.
Since polyurethane is rather expensive, I use common varnish to seal the
paper, but you can use polyurethane for the paper if you want.
