Hello,
Brass rails with flange fasteners could be an option. Once the brass
hour lines are affixed to the wall you could (as Tony mentioned) "cast"
around the rails with a layer or two of stucco (of proper consistency!).
The relief effect might be appealing. Another option to consider is
