You are correct. Flavius Claudius Julianus (Julian the Apostate), Roman Emporer, Greek philosopher and mystic, did try to return to traditional values. Since his reign only lasted from 361 to 363, his edict to restrict Christianity was ineffective.

I would recommend that you test the planetary configuration shown on the star chart with any commonly available planetarium programs. The planets are quite close to the horizon at sunset on 27 Oct 312. While the alignment of the planets was spectacular, they would have set before it was dark enough to see the minor stars forming the Rho symbol. The army would see the plantes at twilight but it would take astrologers to put together the Chi-Rho symbol.
