I think I have one. If it's the one you refer to, Erich
brought a few to a BSS meeting.  It is an latitude
adjustable equatorial dial which has a lens at the centre
which casts a cusp of light onto the dial plate.  The dial
plate is semi transparent, so the cusp can be seen when the
sun is below the plane of the dial plate.  It is made from
perspex type material, with a protective dome, three
adjustable feet, spitit level and compass incorporated. 
Nice job!
He makes them in several sizes - up to about a metre across
if my memory serves me correctly.
