Waugh gives Feb 29 for both EoT and declination of the sun in tables 
in the back of his book but I'm not sure what is going on here.  For 
instance, declination:

Hmmm...  It now looks to me like he is counting Feb 29 as 1/4 day, 
which is reasonable, but averaging 1 1/4 days in over two days.  
Is there a better way for me to think about this?  Would there have 
been a better or more usual way for him to write out the table?
