Greetings!

There is now a FAME site,

http://aa.usno.navy.mil/FAME/

which provides comprehensive information about this phenomenal device.

"Welcome to the web pages of the Full-sky Astrometric Mapping Explorer
(FAME). FAME is an astrometric satellite designed to determine with
unprecedented accuracy the positions, distances, and motions of 40
million stars within our galactic neighborhood. It is a collaborative
effort between the U.S. Naval Observatory (USNO) and several other
institutions (see About FAME). FAME will measure stellar positions to
less than 50 microarcseconds. (To put this angle in perspective, the
width of a typical strand of human hair would subtend 50 microarcseconds
if you were viewing it from a distance of 65 miles.) FAME will launch in
2004 as a NASA MIDEX mission."

(Somewhat more precise than measuring Earth's quadrant!)

Have fun!
