Why not add a (Windows-)printer type HP 7475 or HP DRAFTPRO or 
somethiong alike.
These are plotters and are standard present in the printerlist of 
windows 95B and Win 98

All what you have to do when you have made a drawing is to select the 
installed HP plotter and "print" to file and you have your HPGL-file.
No third party soft really needed.
