ChoiceCAD - TrueCAD

I have a 1995 version of ChoiceCAD.   Can anyone tell me how you set out
lines like spokes on a wheel evenly spaced. For example 20 spokes within
a circle
 I can not see where to find the information in my manuals.
Or if you know some other CAD program that might give me some clues how
I do this.
