I agree.  They should converge at a point high up, where the gnomon axis 
intersects their vertical plane.  The sculpture looks like a giant folding 
pocket sundial on steroids, complete with a movable alidade reminiscent of 
P&G heliochronometers.  The gnomon looks set for approximately 50 degrees 
latitude, whereas the alidade appears tilted for about a 20 degree latitude.  
So there appears to be quite a bit of art here, not entirely intended to tell 
the time.
