At 13:00, civil time, the dial should read 11:32:03, or at 13:27:58 MDT, the dial should read exactly Noon.
On the 21st, I get EOT of -107.46 seconds, total correction of -28:10. At 13:00 MDT, the dial should read 11:31:50, or at 13:28:11 MDT, the dial should read Noon.
