Western Europe, except U.K., Portugal and Iceland, have as clock time the 
average solar
time of the 15th degree of longitude (roughly the frontier between Germany and 
Poland).
Amsterdam is on 40.4 minutes solar time distance of the 15th degree of 
longitude.
Addition of 1 hour summer time gives a difference of 1 hour 40.4 minutes.
For more difference I do'nt have an explanation.
Maybe the sundial is corrected for Greenwich time (UT) (at any time the clock 
time of
Amsterdam). Then the difference is 2 hours + /- EOT.
