I think it is very likely an altitude sundial.  The holes on the right cover 
roughly 90 degrees.  In my opinion they reflect the sun's declination (to 
cover -23.5 to 23.5 degrees, these holes would have to be twice the arc of 
that 47 degree span, or 94 degrees), and receive a shodow-casting pin on the 
proper date.  The shadow would be cast across the dial to the markings on the 
left side.  The fact that the top right-hand marking is at the same level as 
the top left hand marking suggests that this arrangement marks the sunrise 
and setting time on the summer equinox.  You can estimate the latitude it was 
designed for from the noon reading on the equinox-approximately 45 degrees by 
your drawing.
