Your email is of particular interest to us dialists for two reasons.
 
You confirmed that horizontal ceiling stained glass is indeed possible. By the way, I also found a stained glass artisan on the internet who specializes in SG skylights.  You can see them at: C:\Documents and Settings\Default\My Documents\Stained Glass Skylights.htm
 
You then mention a very interesting, and extremely rare I might add, class of sundials called "Projection Sundials".  They are so rare that we have only three examples in the Photo Collection of glass sundials and these are just prototypes made out of plastic.  On Photo page link towards the bottom see Dials 8a, 8b, 15, 50  at http://advanceassociates.com/Sundials/Stained_Glass/ If you look carefully at Dial 50, you will see that it projects the colored stained glass drawing onto the floor.  There is a dot painted on the floor.  As the sun moves across the sky, the sundial skylight drawing moves across the floor. The dot tells the time and the date!  Dial 50 isn't horizontal, but it could be.  The scientific principals are the same.
 
If such a ceiling sundial were built, it would be the very first of its kind I think!

Sure it can be done.  It is all in the reinforcement.  If you want a large window, you will need to use steel reinforcement.  That can usually be worked into the pattern.  For smaller windows you can use a type of gridwork like you would to put in a dropped ceiling.  For small windows, brass reinforcement would be enough.
There are dome window supports that you can purchase to put stained glass in.  If you look at a dome window, you will see that it is spoked like an umbrella and uses a rigid support system.
Hope this helps, I think it would be a very cool project if you could use a dome to reflect the time onto the floor of a large room that has had a pattern done in tile, linoleum, rock, etc..  Rather like the swinging pendulum at the Smithsonian Museum.
