Ah. I looked at my globe again and I see where my visualization was wrong.

My revised thinking is that actually the sun's height does vary during every
day due to declination. During the spring the it climbs continuously
throughout the day every day and in the summer it descends continuously all
day every day. Only on the day of the summer solstice does it switch over
from climbing to descending. In other words, the instant of solstice could
define your noon... but you also need to hold a leap party every year to
loose the extra 6 hours.
