When running on your system it is actually accessing your hard drive and
not the files on the CDROM.

You have to store everything in such a way that the pages and images of the
web site are referenced properly so that they can be accessed by IE using
relative addressing.

If you placed the whole original web site into one directory and set it so
that it all worked from there when using IE offline then it should be
possible to transfer that complete directory via CDROM. However when
running it from CDROM any special features that might accept input will not
work since the CDROM is a read only device you will need to transfer it to
the hard drive of the new host and change the status of all files from read
only to get that to work.
