I purchased the C version a number of years ago, and it includes:
"The file PLANETS.DAT contains all the terms from the VSOP87 theory as
listed in appendix II, as well as those from table 25.A. To avoid the
possibility of errors, they were taken directly from the magnetic tape.
The file PLANETS.NDX is an auxiliary file containing, for each planet,
offsets and number of terms of each of the series L0-R5."
However I signed a licensing agreement with Willmann-Bell and can't
redistribute it. I don't think they are selling the code any longer, so if
you write them and get permission I'll send it to you.
Alternatively, the author of the software is listed, and you may wish to
contact him:

BTW VSOP87 is total overkill for anything sundial related, however you may
be interested in astronomical calculations in general. The lower accuracy
calculations are more than adequate for sundials.

Subject: VSOP87
Appendix III of Meeus's magisterial "Astronomical Algorithms, 2nd Edition"
contains the most important periodic terms of the planetary theory VSOP87. I
don't feel like keypunching 40 pages of numbers and so was wondering if
anyone on the list knew of a digital source for the numbers.
