Interesting article but there are some strange thoughts in it:
"A lot of people encounter problems with their software going over a leap second" is said by Dennis D. McCarthy.

But a multitute more people do have no problems at all! Even the most used software in the world can handle the leapsecond: GPS.
So why change a system that is proven to be good? Just because a minority have problems with it because of not correct designed software? I think this is the most weakest argument you can imagine.
