Might a straightforward analemmatic dial help with this problem? You set the gnomon to the required date, rule an east-west line from base of the gnomon and where the line cuts the time ellipse gives the moment of east or west azimuth. I suspect there may be some theoretical fallacy here but it's an approximation at least.
