"Polarization of Light from the Sky and its Application to Timetelling and Navigation", Allan A. Mills, pages 8-14 of the Bulletin of the Scientific Instrument Society, No. 33, June 1992. This article contains a large bibliography(about 30 references) on polarization. I was once interested but never had time to pursue it beyond obtaining this reference. Harold Brandmaier
