Re. paints I always like to use what are called ‘Plastic Emulsion Paint’, commonly used to paint wall in interiors and exteriors.  After drying the paint becomes rubbery and can be stretched.

 

Re. declination I like to use Waugh’s method, such that I can put the board flat against the same part of the wall on which the dial will be.  Often you find walls in which the surface is not one whole plane, but rather you have different areas of the same wall having different declinations.  Even if the differences in declination might be very small I always like to eliminate these errors as much as I can.
