Looks like an elaborate electronic clock, rather than a "dial", per se.
The glass rings are filled with LEDs, driven by "one of the most
accurate algorithms known to mankind for calculating the Lunar Phase".
Power is to be obtained from local tidal generators, with battery and
grid backup.
