My hunch -
 
If something like this is of questionable nature, it could be safer and much less likely to be stopped by mail/post shipping than driving or flying it with you.
 
Perhaps you can contact immigration ahead of time and see if they can offer some kind of clearance papers to get the dial through with you?

You realize, of course, that this precludes us non-Canadian dialists
from exhibiting our gnomonically proper noon guns. ;-)

Which reminds me, I've always thought it should be standard protocol
to honor a contingent of visiting dialists with a twenty-one noon
gun salute. Problem is, if just a single noon gun is at hand, and
if this noon gun is permanently set so that it fires only when the
Sun culminates, it would then require at least a three-week effort
to meet such a proviso!
