Of course it is a sundial, a very clever one. It does not show regular hours but the original "stomach time". The design is similar to Mass dials showing prayer times, the next evolution in time keeping. These Mass dials on churches also used a horizontal gnomon perpendicular to the plane and showed an irregular local time. All these sundials are in tune with the needs of the local "culture" of the time. The MacDonald's billboard will pass in a few months. How will future historians judge the impact of the MacDonald's culture? The shadow of the "Golden Arches" falls on all of us.

The object looks like a sundial with a style normal to the vertical plane (orthostyle) that ends with the central point of the letter M .

I think however that it is  not a sundial. 

- The foot of the style is on the vertical of the 12 hour  line and this happens only if the plane  faces south. But in this case  the 6 hour line   cannot be seen (it is horizontal).

 

- If the plane is turned toward Southeast (around 10°-15°) then the 6 hour line  becomes visible  but the foot of the style falls at left of the 12 hour line. 

 

- All the hour lines seem to come from the foot of the orthostyle while they should be come from the foot of the polar style,  that is more aloft. 

 

Also this seems a false sundial (as that of Harlem), perhaps drawn copying and taking as model a true sundial (  without understanding it).
