It is worse than you assert...

Given that they are talking about GMT,
it is not sufficient to be close to
your friendly neighbourhood standard
meridian, you have to be close to the
Greenwich meridian itself!

That's a good point.  It it possible
for there to be coincidence 4, 3, 2,
1 or 0 instants a year.  [Coincidence
doesn't last a whole day!]  For the odd
numbers, your longitude has to coincide
with one of the four extremes in the
equation of time.

I am truly fortunate living about 6.5'E
or just 26 seconds ahead of reality!
