Dear ChiLian Chiu,
The proposed glass sundial in Taiwan sounds
most interesting. You ask:
> ...is there any dial of this kind (glass
> and look upward to one's top)...?
The key features of this sundial are:
1. It is made of glass
2. You look at it from the side that
the sun DOESN'T shine on.
There are numerous vertical dials made of
glass that you view from the "wrong" side.
John Carmichael has catalogued a huge
number at:

There are also splendid glass sundials
made by Jim Tallman:

I don't know of any horizontal glass
dials. I had a client who wanted just
such a dial but I couldn't get planning
permission...
The authorities said that people would
have to look up at the sun and that was
dangerous.
I tried to explain that just because you
have to look up doesn't mean you have to
look at the sun but my explanation was
rejected :-(
