I think Mike may have the wrong information. I can speak from personal (teenage) experience of making very good fireworks and soaking paper in saltpetre solution for the touch paper, which will then smoulder nicely. Saltpetre is one of the essential ingredients in gunpowder.
I suspect that there are other nitrogenous compounds that have fire prevention properties, but certainly not the nitrates!
