Thanks for the tip. As an FYI for anyone else, the version of Sol 9 installed was from 2002, pre-gnome days so the patch wouldn't take. I simply copied gnome-panel into /usr/bin and everything was fine.

I can't say for sure, but according to some posts on Usenet from Sun engineers there are some known memory leaks in Gnome and Gnome clock.

Try CDE instead and see if the problem is still there.
