An X server traditionally has a device-independent part (which handles the X protocol and most of the other tasks that don't need to know about the details of how to talk to the keyboard, mouse and frame buffer) and a device-dependent part (which knows how to interact with the keyboard, mouse and frame buffer). Xnewt combines a device-independent part built from Xorg source with a device-dependent part that knows how to talk to the keyboard, mouse and frame buffer of a Sun Ray. utxsun mentions Xorg because its job is to build a command line that will be parsed by the device-independent (Xorg-based) part of Xnewt.
