eBay itself does not discourage or disallow foreign bidders. Some eBay sellers disallow foreign bidders (due to shipping/customs difficulties, etc), but there are also a very large number of auctions all over Europe, so it seems to balance out. See http://www.ebay.de/.
I have several SunRay 1s (not 100s) here, all of which were purchased on eBay. I paid around $40USD for them at least two years ago.
