...OK, I understand: the policy change I made did require that cards
and sessions become registered; this would probably cause the active
session to become orphaned, as it wasn't registered before.

That said, it shouldn't take too much logic to decide if a pending
policy change will orphan a session; the GUI could then either warn
about using a warm start, or not have the option at all.

So it isn't a severe bug -- it is a "don't do that" (which in my
opinion is a bug, since if we shouldn't "do that", the system should
actively warn against it at the least) or a documentation gap.

Either way, it should still be reported.

Who/where should I report it to?
