Sounds as though the smartcard detection microswitch built into the
card reader frame is stuck "on".  You might be able to fix it by
popping the top off the frame and cleaning out whatever is jamming
the switch.  It could be a hair, a piece of paper or some other kind
of generic crud.

It'd be worth a try.  If you can't unjam the switch then replacing the 
reader frame should do the trick.  On the other hand you can probably
pick up a whole new unit on Ebay for less than it'll cost you in time
spent playing around with a soldering iron.
