The servers in a group do load balancing unless they have been
have been marked "offline" by 'utadm -f'. An offline server
will not bid for new sessions. Only "online" servers take an
active part in the lottery that decides the location of a new
session.

There are no configuration or tuning parameters other than the
basic online/offline switch ('utadm -n' vs. 'utadm -f').
