My best guess, although I've never seen it before, is that the latency issue is caused by the way Oracle's JVM interacts with Windows and Terminal Services. Craig Bender's suggestion will allow you to test this.

If it turns out to be a problem unrelated to the Sun Rays, it may be worth trying the Oracle Forms application using a different web browser and/or java plugin. First step is to try using "appletviewer" from Sun's JDK. Try both 1.4 and 1.5. If this works, then you can create an icon on the desktop to launch appletviewer pointing at the app URL.

You can also try launching the applet from your web browser using the java plugin. It's been a while since I've done this, but it may require copying the application launch page and modifying the html so that the web browser is told to look for the java plugin instead of jinitiator. It may even work within a web browser running on a different operating system. Once again it's worth trying both 1.4 and 1.5.

In my experience Oracle Forms can sometimes be a bit "quirky" running on different platforms. YMMV. If it's a showstopper, you may need to convince the apps guys to upgrade to a more recent Forms patch level.
