If you want to rule out desktop interference the simplest thing to do
is to log in to a Failsafe session, which gets you just an xterm with
no window manager.

Regardless of the desktop, the easiest way to see whether wheel events
are being delivered is to run '/usr/openwin/demo/xev' from a terminal
window, put the mouse pointer into the xev window and move the wheel.  
If wheel events are detected by the Sun Ray firmware they'll be 
delivered to X clients as Button 4 or Button 5 events.

Wheel detection is done in the Sun Ray firmware, that's why it's 
important to have current firmware running down there.
