I have a similar setup at work. Currently, we use WDM as the login manager, and place a menu item called "Windows" in the available session dropdown, along with a background image that has text instructions. Windows is a shell script that sets up the environment and launches a fullscreen rdesktop. From the end user perspective, they see the WDM login manager and then their windows desktop. It's not CAM, but it's pretty close.

Another option would be to use GDM with a custom background/login screen that resembles a Windows login screen. GDM has full theme support and it would be relatively trivial to do this.
