Are these Sun Rays connected to a single server, or are they connected to a group of servers? If there are multiple servers then it's possible that the servers aren't working together properly to locate the user's existing session. If the critical time period was closer to 15 minutes then I would suspect that the SRSS "detached greeter reaper" mechanism was to blame. This is usually caused by a site-local Xstartup script (in /etc/dt/config) which does not contain the logic that SRSS places into the system Xstartup file (in /usr/dt/config).
