Troys  comment is correct,

  You will have to  reboot the server,
One of the problems is that the Dtlogin top deamon only reads a lot of the relevant config entrys at startup and propagates that info to all its children The Dtlogin children does not reread its confguration files.

I have proved this same senario to a Novell eDirectory LDAP service from solaris 10 and SRSS3.1

Set up ldapclient  and pam.conf.
now you can login and authenticate  with  telnet/ssh  but not with DTLOGIN.
reboot the sunray server and it works.

to the sunray.  We had to reboot the sunray server because of the way dtlogin 
and authentication and sunray all work together.
