I've installed 2 V490 full config (4 USIV 1.35, 32 GB), failover group, for serving 90-100 users using 170. All users are running Oracle application (mostly with java applet), StarOffice, and default Solaris built in (some games). At first, We have no performance issue, but we do have networking issue. But after disabling direct USB connection to DTU, we dont have any problem at all even if one server goes down.

but the 1200Mhz should be fine for interactivity. Maybe you just need to
supplement the 280Rs with a extra V240.

Also do you have paging problems on the 280Rs? If there's insufficient
memory performance dives pretty quick much more so than cpu contention.
