I looked up in the docs, quickly I must say, but failed to find the intimate goal of this tool...
AFAIK,SDM provides a way to control the desktop look and feel, what type of applications to be launched by default ,etc on user login. I think this works not only for Sun ray's and useful for workstations as well. For detailed information please go through the SDM Developer's guide.
