have You already registered the card? By setting the policy to registered card-users only You deny blank, means unregistered cards. In current versions of the SRSS You can enable users to self-register their cards. Otherwise You may define a token-reader, register all cards by Yourself and then hand them out to Your users. Which version of SRSS do You use? My recommendation would be to enable self-registering (with valid user-accounts), at least while You're setting up the stuff. Perhaps it's just that... Good luck!
