It looked like Tom's suggestion DID indeed fix the problem.  

On my Sun Ray 1 with and old (6 years?) Viewsonic LCD monitor, the monitor
does go in to power save at the dtlogin prompt.  It does not after logging
in.

Running xset x on s blank 5 as Tom suggested above, did send the monitor
into power save after about 5 seconds.

One interesting thing to note, and I haven't yet been able to get it to do
it again, is that after running the above xset command and having the
monitor go into power save, after I woke the monitor up again, it would no
longer go back in to power save, and a xset q showed the timeout getting set
back to 0....So it appeared something reset the timeout.
